    In my opinion, changing chapters and changing pages are different things:

    Changing pages on kindle is how you "scroll" through the text. It's done frequently and in the middle of reading, sometimes in the middle of a sentence, so it needs to be an unobtrusive and quick gesture.

    Changing chapters is different. Changing a chapter happens at most once a minute or so; the way to progress through the text within a chapter is to scroll down, which (in the Kindle app at least) is not used in e-books where page-swiping is used.
