Limit overall votes per idea but not for all ideas combined
Your best suggestions and voting activity are going to come from a rather small population of your users. Most of these users are responsible people who provide thoughtful feedback. We can certainly understand limiting the number of votes for any single idea to prevent unrepresentative votes.
One the other hand, we do not understand the policy of limiting a user from voting for as many separate suggestions as they may feel are meaningful. Likewise, there doesn’t seem to be a reason for limiting the number of enhancement requests made by a responsible single user who is submitting useful ideas. Your extremely limited number of votes frustrates and prevents participation from some of your most well-informed users.
Some of us have had many years of experience in software interface design and beta testing but have no interest in participating in a shell game of adding or removing votes in an effort to make a reasonable (and perhaps eloquent) recommendation.
This is UserVoice functionality, it is not within Gospel Library for Windows scope to address.

Given the relatively low number of enhancements suggested, I would think that increasing the number if allowed inputs for certain users would be very manageable. To give special status to these "superusers" would be a useful adjunct to the work of Gospel Library programmers and designers, IMHO.
